Abstract | The introduction of resilience as a key policy direction for natural disaster, and the growing recognition by governments that they cannot sustain community expectations by 'owning' the bulk of natural hazard risk, is driving change. Making natural disasters everyone's business is not a short-term proposition. It requires repositioning how we as a society view, interact with, and understand risk in both current and future contexts. Longer-term strategic thinking and clarity of risk ownership are crucial if this is to be achieved. This task is difficult because the risks associated with natural hazards are systemic, resulting in interactions between seemingly unrelated risks. This requires a shared understanding as to how these different areas of risk interact with a wide range of values over multiple time scales. How this understanding can be integrated into decision-making requires extensive collaboration. In many cases, risk ownership will be shared, which can make it a confusing and frustrating space for policy makers and practitioners alike. |
