Abstract | The 2020 COVID-19 Pandemic has made clear the fragile nature of many of the liberties we take for granted. This article will briefly review what we know about the power of government to impose restrictions during a public health emergency and then compare and contrast the use of emergency during more traditional emergencies such as fire and flood. I argue that traditional emergency managers should not be tempted to try and copy the use of directions backed with the threat of force and penalties to ensure compliance but should, instead, continue to focus on community education and building resilience. |
